Palmer was born August 18, 1910 at Hudson (Moe), SD, to Henry Hegge and Bertha (Engebretson) Hegge. Times were hard in the depression years so Palmer joined the CCCs (Civilian Conservation Corps) in 1934 and was sent to the Black Hills, which started his love for this area. May 9, 1935 he married Edna Dell Cronn at Sioux Falls, SD, and brought his new bride back to Hill City in the Black Hills until they returned to Sioux Falls. Palmer and Edna had an opportunity to buy a small ranch on the Rifle Pit Divide in Wyoming and get back to the Black Hills area in 1945. As the years went by Palmer and Edna added to the ranch which became Twin Buttes Ranch. They took in hunters, many of which became close friends and have returned and kept in touch through the years.
Palmer was on the District 8 Rural School Board, was active in the Sundance Methodist Church, a board member of the Farmer Rancher's Coop in Belle Fourche, SD, early on, and Farm Home Administration Board at Sundance. His life was outdoors; farming, ranching and hunting. And he loved horses, especially spirited ones. He commented that if he needed spurs for a horse he didn't want to ride it. He had Black Angus cattle when it was not a popular breed in this area.
After a long partnership Edna died in 2003.
Survivors include his son, Robert "Robin" Hegge and his wife Troy, his daughter, Karen Gayle Glover and her husband Kenny, 2 granddaughters, 6 great grandchildren, and many nieces, nephews and friends.
