Leo Harvey Toskin, 83 of Keystone, SD, passed away quietly on the morning of January 2, 2013 at his home in Mexico.
Leo was born in Farrell, PA on December 9, 1929, the youngest of two sons born to Thomas and Lucy
Toskin. Following Thomas Toskin's death, Lucy married Leonard Magnotto. Leo was very close to his step-father. Leo graduated from High School in Farrell PA, and joined the US Air Force; his final service position was at Ellsworth AFB in Rapid City, SD, where he managed the Office. He received an Honorable Discharge at the Rank of Technical Sergeant from the US Air Force on November 23, 1955.
Leo opened his first restaurant with his brother-in-law, Paul Schurger in 1955, named Toscano's, located on East North Street in Rapid City. Toscano's served homemade Italian food and pizza. Leo then moved downtown and opened an Italian restaurant in the downtown area. Leo quickly gained notoriety for his excellent cuisine.
Leo's parents moved from PA to Rapid City area to also become restaurateurs and opened several
establishments, including The Red Garter in Baken Park, which later moved to East Blvd. Both of Leo's parents perished in the flood in 1972.
In the 1970's Leo then opened a new Red Garter / Ruby House in Keystone, SD, and he was one of the fore-fathers in the re-vitalization of the city of Keystone, and was very active on the South Dakota
Tourism Board.
Leo had a very colorful life during his years in the Rapid City/Keystone area, and his contributions to the
growth and outcome of creating the unique "experience" of the Black Hills will be greatly missed.
Leo is survived by two daughters, Jerri Heggem, Spearfish, SD, and Lisa Schaeffer, Louisville, CO; step-son, Scott Mowery, Denver, CO; a very close nephew, Thomas Toskin, Richmond, VA; and he was also blessed with five grandchildren.
Funeral services will be at 2:30 on January 19, 2013at Our Lady of Mt. Carmel in Keystone with burial to follow at Mt. View Cemetery in Keystone. A memorial service will follow in May, 2013 at the Keystone Community Center.
